The above aircraft has been noted as one of the loudest when departing and arriving at the Island Airport. The ICAO database does not have it listed, not does the manufacturer disclose its noise characteristics on its website.
Pursuant to paragraph 14(1)(e) of the tripartite agreement, which bans aircraft creating excessive noise from use of that airport, it appears that this aircraft is within that definition, as it is not on that ICAO list, and is a multi-engine aircraft: see section 14(2)(d)(1).
Please confirm this aircraft has been charged the penalty set under section 15 for each use of the Island Airport, and that it will not be allowed to use it again.
We would also appreciate your providing to us the monthly reports required by section 14(1)(g), in order to achieve a higher level of transparency in your operations.
